Ms. Tallman is a second generation Mexican American. She is the grand daughter and niece of Mexican migrant farm workers, and a native Iowan.

Ms. Tallman is the President & CEO of the Georgia Hispanic Chamber of Commerce (GHCC) where she leads the GHCC, the GHCC Foundation, and the GHCC educational arm, Hispanic American Center for Economic Development (HACED).

In this capacity, Ms. Tallman participated in the APEC (Asia Pacific Economic Cooperation) CEO Summit 2008 in Lima, Peru. The Chamber was the only Hispanic chamber in the United States to participate. She was invited by the former President of Mexico Vicente Fox and the President of the U.S.-Mexico Chamber of Commerce to be a member of the Commission on North American Social and Economic Prosperity, as we approach the 15th year since the signing of the North American Free Trade Agreement (NAFTA).

In addition, in this capacity, Ms. Tallman has received a number of recognitions including, but not limited to: 100 Most Influential Atlantans by the Atlanta Business Chronicle (2009); High Heels in High Places Trumpet Awards 2009 from the Trumpet Foundation; Legends, Heroes and Heroines Award 2009 by the Spirit of Sweet Auburn Festival; Public Service Award 2008 by the Georgia Teachers for English as a Second Language (TESOL). And, under her leadership, the GHCC received a 2009 Legacy of Leadership Award from Spelman College.

She is the former Southeast Regional Counsel of MALDEF, the Mexican American Legal Defense and Educational Fund, a national Latino non-profit organization. She opened the southeast regional office in 2002. There she coordinated, supervised and lead the litigation, public policy advocacy and community outreach for 11 (eleven) states. While at MALDEF, Ms. Tallman was also the Interim D.C. Regional Counsel where she worked on national public policy issues affecting the Latino community. In these capacities, she has appeared on panels, and international, national and local television and radio shows such as the BBC World Service, National Public Radio, Tavis Smiley MSNBC, Court TV, Fox Live, CNN Lou Dobbs and CNN en Español, to discuss a wide range of legal and public policy issues affecting Latinos. She has also been quoted in national and local media print outlets such as Time magazine, The New York Times, The Washington Post, and the National Journal, and has authored editorials and articles.

Ms. Tallman has served as an Assistant Attorney General for the State of Minnesota. In that capacity, she served as a member of the Civil Rights Working Group Committee, an advisory committee to the then Attorney General Hubert “Skip” Humphrey III. In 1996, she became an Assistant St. Louis County Attorney where she prosecuted felony and homicide cases. In 2001, she became an adjunct law professor at the University of Minnesota Law School. She also served as a research and policy analyst while a Fellow at the Institute on Race & Poverty at the University of Minnesota Law School. As a public policy analyst, she worked on developing a theoretical framework for building sustainable coalitions between communities of color. She presented on the framework at the Aspen Institute Roundtable on Comprehensive Community Initiatives. In this capacity, she also served as a non-governmental organization delegate at the United Nations Conference Against Racism held in Durban, South Africa in 2001.

Ms. Tallman has a Juris Doctorate from the University of Iowa College of Law and a dual degree in Political Science and Journalism and Mass Communication from the University of Iowa. She has been and continues to be affiliated with a number of organizations and institutions including: member of the Board of Directors for Junior Achievement – Georgia; member of the Board of Directors for Georgia Chamber of Commerce; a former member of the Emory University Board of Visitors; a former member of the National Latino Advisory Committee of the Boys & Girls Clubs of America; a former Executive Board Member of the Harvard Journal of Hispanic Public Policy; a former member of the Board of Directors for Dia de la Mujer Latina; a former member of the Demography and Diversity Advisory Group of the Atlanta Regional Commission; and, a current member of Leadership Atlanta.

Mr. Marquez joined GHCC in September 2008. His main functions include daily operations, finances and development. Mr. Marquez came from Boys & Girls Clubs of America where he worked for four years as the Director of Latino Outreach. During this tenure his duties included implementing a Latino outreach strategy in multiple Boys & Girls Clubs across the country. The Latino outreach initiative focused on outreach to Latino youth and families, while helping Clubs increase the number of Latino staff and board members. Most recently, Mr. Marquez served as the Director of Development, NE region where his duties included fundraising and corporate relations in the northeast region of the United States. Previously, Mr. Marquez served as the Director of Employment and Housing for the Latin American Association. Mr. Marquez is a native of Cuba, though he has resided in the United States since 1971. He has earned his BA from Georgia State University.

Joanna currently serves as Membership Director for the Georgia Hispanic Chamber of Commerce(GHCC). She has been with GHCC since January 2007. She brings nearly 8 years of program development and capacity building experience within the non-profit sector. Prior to working with GHCC, Joanna served as Executive Director for the Stratford Family Resource Center located in Stratford, California. She was responsible for the establishment and operation of a community based organization with the primary focus of children and family services. Joanna was instrumental in leveraging health services to rural communities and served as a liaison between county service providers and multiple rural communities. As a native of Sinaloa, Mexico and second generation immigrant, Joanna has a strong background and first hand knowledge of the Hispanic community. She was a California resident prior to relocating to Atlanta, Georgia in October of 2007. Joanna's educational background consists of business and health administration at West Hills
College and Georgia Northwestern College.


Gina Espinosa - Director of Media Relations GHCC

Gina Espinosa has reported from around the world in times of peace and times of war for Mexican and international organizations such as the BBC and CNN. An accomplished communications specialist, she has produced documentaries, commercials and marketing pieces, as well as written for newspapers, magazines and radio. After she made Atlanta her home in 2002, she focused her work in community news and affairs, as writer and news editor at Mundo Hispanico Newspaper and as a member of the Advisory Board of the Rialto Center of the Performing Arts. Author of numerous essays, Gina has been awarded by the NAHP and the State of Sinaloa, Mexico. Born in the Middle East of Italian and Spaniard parents, she grew up in Mexico where she obtained her Bachelor's Degree in Communications and a Master's Degree in Geopolitical Economics from Universidad Iberoamericana. She joined the GHCC in January 2009 as Director of Media Relations.

Juanita joined the GHCC in August 2002 as an administrative assistant and receptionist.

In 2008, Juanita was promoted to handle bookkeeping duties for the GHCC and the Hispanic American Center for Economic Development (HACED). Her current duties include accounts receivable and payable. Additionally, she directly assists the Vice President & COO in the preparation of financial reports and payroll services. Juanita also coordinates events and performs office administrative duties.

Juanita holds an associates degree in Business Administration from Caguas City College, PR. Originally from Guayama, Puerto Rico, Juanita and her family have resided in Atlanta since 1988.
