Ms. Tallman is the President & CEO of the Georgia Hispanic Chamber of Commerce (GHCC). In addition, Ms. Tallman was appointed to the Development Authority of DeKalb County in February 2011.

Ms. Tallman participated in the APEC (Asia Pacific Economic Cooperation) CEO Summit 2008 in Lima, Peru. The Chamber was the only Hispanic chamber in the United States to participate. She was invited by the former President of Mexico Vicente Fox and the President of the U.S.-Mexico Chamber of Commerce to be a member of the Commission on North American Social and Economic Prosperity, as North American Free Trade Agreement (NAFTA) approached the 15th year marks since its signing.

In addition, as President & CEO of the Chamber, Ms. Tallman has received a number of recognitions including, but not limited to: 2010 Regional Advocate of the Year by the U.S. Department of Commerce Minority Business Development Authority; A Superwoman of 2010 by the Atlanta Tribune Magazine (March 2010); 100 Most Influential Atlantans by the Atlanta Business Chronicle (2009); High Heels in High Places Trumpet Awards 2009 from the Trumpet Foundation; Legends, Heroes and Heroines Award 2009 by the Spirit of Sweet Auburn Festival; Public Service Award 2008 by the Georgia Teachers for English as a Second Language (TESOL). And, under her leadership, the GHCC received a 2009 Legacy of Leadership Award from Spelman College.

She is the former Southeast Regional Counsel of MALDEF, the Mexican American Legal Defense and Educational Fund, a national Latino non-profit organization. She opened the southeast regional office in 2002. There she coordinated, supervised and lead the litigation, public policy advocacy and community outreach for 11 (eleven) states. While at MALDEF, Ms. Tallman was also the Interim D.C. Regional Counsel where she worked on national public policy issues affecting the Latino community.

In these capacities, she has appeared on panels, and international, national and local television and radio shows such as the BBC World Service, National Public Radio, Tavis Smiley MSNBC, Court TV, Fox Live, and CNN en Español, to discuss a wide range of legal and public policy issues affecting Latinos. She has also been quoted in national and local media print outlets such as Time magazine, The New York Times, The Washington Post, and the National Journal, and has authored editorials and articles.

Ms. Tallman has served as an Assistant Attorney General for the State of Minnesota. In that capacity, she served as a member of the Civil Rights Working Group Committee, an advisory committee to the then Attorney General Hubert “Skip“ Humphrey III.  In 1996, she became an Assistant St. Louis County Attorney where she prosecuted felony and homicide cases.  In 2001, she became an adjunct law professor at the University of Minnesota Law School.  She also served as a research and policy analyst while a Fellow at the Institute on Race & Poverty at the University of Minnesota Law School.  As a public policy analyst, she worked on developing a theoretical framework for building sustainable coalitions between communities of color.  She presented on the framework at the Aspen Institute Roundtable on Comprehensive Community Initiatives. In this capacity, she also served as a non-governmental organization delegate at the United Nations Conference Against Racism held in Durban, South Africa in 2001.

Ms. Tallman has a Juris Doctorate from the University of Iowa College of Law and a dual degree in Political Science and Journalism and Mass Communication from the University of Iowa. 

She has been and continues to be affiliated with a number of organizations and institutions including: member of the Board of Directors for the Georgia Chamber of Commerce; member of the Board of Directors for the Georgia Partnership for Excellence in Education; member of the Women’s Leadership Forum Advisory Board; member of the Women's Forum of Georgia; former member of the Board of Directors for Junior Achievement – Georgia; a former member of the Emory University Board of Visitors; a former member of the National Latino Advisory Committee of the Boys & Girls Clubs of America; a former Executive Board Member of the Harvard Journal of Hispanic Public Policy; a former member of the Board of Directors for Dia de la Mujer Latina; a former member of the Demography and Diversity Advisory Group of the Atlanta Regional Commission; and, a member Leadership Atlanta (Class ’05).

Mr. Marquez joined GHCC in September 2008. His main functions include daily operations, finances and development. Mr. Marquez came from Boys & Girls Clubs of America where he worked for four years as the Director of Latino Outreach. During this tenure his duties included implementing a Latino outreach strategy in multiple Boys & Girls Clubs across the country. The Latino outreach initiative focused on outreach to Latino youth and families, while helping Clubs increase the number of Latino staff and board members. Most recently, Mr. Marquez served as the Director of Development, NE region where his duties included fundraising and corporate relations in the northeast region of the United States. Previously, Mr. Marquez served as the Director of Employment and Housing for the Latin American Association. Mr. Marquez is a native of Cuba, though he has resided in the United States since 1971. He has earned his BA from Georgia State University.

Juanita joined the GHCC in August 2002 as an administrative assistant and receptionist.

In 2008, Juanita was promoted to handle bookkeeping duties for the GHCC and the Hispanic American Center for Economic Development (HACED). Her current duties include accounts receivable and payable. Additionally, she directly assists the Vice President & COO in the preparation of financial reports and payroll services. Juanita also coordinates events and performs office administrative duties.

Juanita holds an associates degree in Business Administration from Caguas City College, PR. Originally from Guayama, Puerto Rico, Juanita and her family have resided in Atlanta since 1988.

Jorge Enderica is the founder and President of Quality Growth Management. He started QGM with the idea of improving the way financial services are delivered to business owners, professionals, and working families. Jorge has over fifteen years of experience in financial services both domestically and internationally. He was a member of HACED's small business incubator and has been a member of the GHCC since July 2010. He is also active as an affinity partner



Tisha TallmanManuel Flores - Intern

Manuel Flores, intern at the Georgia Hispanic Chamber of Commerce assists with the transfer of existing client database into the new CRM system (customer relationship management) ensuring that the information is updated properly with the supervision of the executive team. In addition, he supports the GHCC with various projects contributing to the success of the organization.

In 2009, he assumed the position of Contract Analyst for LAPTV where he verified the accuracy of million dollar contracts while efficiently delivering payments to vendors around the world. Prior to joining LAPTV, Manuel was a Financial Service Advisor for JPMorganChase where he provided customers with solutions and information about different financial products.

An active member in the community, Manuel Flores is a volunteer and member of different organizations including NSHMBA and ALPFA which helps with the growth and advancement of Hispanic professionals. A native of Venezuela, he’s bilingual in Spanish and English. Mr. Flores earned a M.B.A with a minor in Finance graduating Magna cum Laude, and a B.A. in Management with a minor in Marketing, both from Kennesaw State University.



Tisha TallmanGabriella Cortez - Intern

Gabriella Cortez is a student at Georgia State University, she will be graduating with a B.B.A of Hospitality Administration along with a Certificate in International Business in December 2011, and she is planning to apply to the M.B.A program of International Business in the same academic institution. She is pursuing a career in international tourism. In addition to her academics, she has traveled to Buenos and Rio de Janeiro to complete a course of Management in Latin America where she learned how global companies operate in those regions. She also was an intern in the Atlanta Convention and Visitors Bureau in the department of International Tourism focusing in the Latin America and Caribbean area. She started her internship with the Hispanic Chamber of Commerce on May 2011. She is a native Spanish speaker from Mexico and is learning Portuguese due to the fact that she wants to work and live in South America and keep learning the culture, history and economy.



Tisha TallmanTimothy Washington - Intern

Timothy Washington is a Senior Spanish major at Morehouse College. After graduation he plans to attend law school for a JD/MBA dual degree at the University of Miami. His goal is to build a career in non–profit management. He is currently working part–time at UPS and enjoys volunteering at the Latin American Associacion.
